One has to be aware of hostile actors’ goals and strategic plans to prepare tools for strong societal resilience at all levels, the local, national, and international. Tools differ, but they should complement each other. There should be established mechanisms among the Euro-Atlantic countries to ensure common situational awareness of the malign use of cyber tools and to share best practices on countermeasures. The key private sector actors should be involved in this cooperation. The technology component should be well-integrated into any strategic plans, white books, or related documents within security and defence.
